Decarbonizing transport: what do the new rules say?
To speed up the decarbonization of transport, Members of the European Parliament have introduced a number of rules to facilitate vehicle recharging.
To apply these rules, here are 3 points on which the deputies wish to make :
- install ultra-fast recharging stations for cars every 60 km, for trucks and buses every 120 km and hydrogen refueling stations every 200 km,
- make recharging simpler by making it possible to use recharging stations without having to pay a subscription fee,
- supply more marine fuels for container ships and passenger vessels
On the first point, MEPs concluded that charging stations charging stations will be installed every 60 km on freewaysavailable to cars. Recharging power will be a minimum of 400 kW by 2026, rising to 600 kW by 2028. With these recharging powers, electric cars with an 800-volt architecture will be able to recharge in around fifteen minutes. This will be a delight for drivers who travel long distances for long-distance family travel or for business trips. Whatever the electric vehicle, ultra-fast charging stations will be installed on freeways in the TEN-T (Trans-European Transport Network) network. These new regulations accompany the ban on the sale of combustion-powered vehicles (diesel and petrol) from 2035 onwards with the aim ofEurope to achieve carbon neutrality by 2050.
The electric trucks and buses will also have charging stations at their disposal, deployed every 120 km and installed on half of the European Union's major roadsby 2028. In terms of electrical power, the stations will deliver between 1,400 and 2,800 kW, depending on the route. As a reminder, several regulations have been put in place to achieve the "Fit for 55" objective, i.e. to reduce CO2 emissions by at least 55% by the year 2030.
Hydrogen vehicle charging stations?
The layout of charging stations has not only been designed for electric motors. Finding charging points on Europe's freeways will also be easy for hydrogen-powered vehicles.
Thus, under the regulations known as "AfirAfir"(Alternative Fuels Infrastructure Regulation), the European Commission wants charging stations to be available by 2030 throughout Europe every 200 km along the TEN-T core network.
How do I pay for my top-up?
Payment for recharging will also be simplified. Motorists will no longer need to have a subscription to recharge their vehicle and pay for the recharge, specifically for drivers of alternative-fuel vehicles. This will be done directlyvia bank card or contactless device.
As far as charging pricesa "database" will be set up to display prices per kWh, per kg or per minute/session. This database will also show the availability of recharging points and waiting times.
What about shipping?
Regulations have also been adopted for more environmentally-friendly marine fuels. As with road transport, maritime transport will have to progressively reduce its GHG (greenhouse gas) emissions on the energy already used, i.e. :
- by 2% by 2025
- by 80% by 2050
According to the European Parliamentthis regulation should concern shipping with a gross tonnage of up to 5,000 tonnes.
So we can see that to reach the target, measures are gradually being put in place, several regulations have been devised and others are underway to speed up the energy transition and achieve carbon neutrality on schedule, as envisaged by the European Commission.
