Charging stations in Eastern France

Many regions of France are trying to switch to 100% electric mobility, in order to reduce energy consumption, as the price of thermal energy, and especially fuel, continues to rise. Diesel currently costs €1.82 and petrol almost €2 a liter. This represents a significant cost for users of thermal vehicles.

On the other hand, the automotive sector is doing well. In fact, by 2022, if we count the number of electric and hybrid vehicle registrations, France will have a record +10%.compared with 2021. They totaled 239,486.

To keep pace with this objective, regions need to equip EV users with charging stations, so they can recharge their vehicles. Here, we'll take a look at the Grand Est region's installation of charging stations in the region, and the support available to businesses and private individuals.

Charging stations in Eastern France: keeping up with demand

The Grand Est region is one of those encouraging all forms of low-carbon mobility to reduce the consumption of polluting energy. The elected representatives of the Conseil régional du Grand Est have put in place a strategy for the development of alternative mobility to enable individuals, businesses and local authorities to get around in an environmentally-friendly way. 

Electric mobility currently accounts for just 26% of energy consumption. With 2,491 charging points installed, the region would like to further develop its infrastructure network, to make it easier for EV users to charge their vehicles. The region has therefore set itself the target of reducing energy consumption in the transport sector by 45% by 2025.

Whether you're a business or a public institution, the first step is to study your needs. Your future charging station will be used many times by all types of vehicles in a very short space of time. It will also meet a strong need, whether on the part of your employees or simply users. To achieve this, we recommend the use of fast charging stations with a power rating of between 22 and 100 kW. This will enable efficient circulation of electric vehicles.

If you're a private customer and want to recharge your vehicle overnight, for example, a 7.4 kW or 11 kW terminal will suffice.

The placement of your charging station is also a criterion to be taken into account. If you wish to to install a charging station as a local authority in Eastern France, your future charging stations will be placed outdoors, on roads or in parking lots. As such, your bollards will have to comply with safety regulations(IK08 and IP55) to protect you and those around you from weather conditions.

Generally speaking, before installing a charging station, a number of questions need to be answered: how much power do I need to recharge my vehicle? How can financing the installation of charging stations? ?

To answer these questions, we recommend that you call on a professional who specializes in charging stations, in particular an installer. The advantage is that you'll receive advice and support, and your questions will be answered.

As in all other regions of France, your company in the Grand Est can benefit from the ADVENIR PROGRAM.

To qualify for this local aid, the region has set out a number of conditions. Your company is eligible if it meets the following conditions: 

  • Registered with the RCS (Registre du commerce et des sociétés), who wish to install charging stations in their parking lot, or who provide a charging service accessible to all users. 
  • If your business is tourist-oriented, such as hotels and hotels and restaurants and also registered with the RCS
  • The associations

To benefit from this aid, the Grand Est region also requires that your company parking lot has 3 levels of recharging power: 

  • Normal charging (power less than 7 kVA)
  • Accelerated charging (power less than or equal to 22 kVA)
  • Fast recharging (with a power rating of over 22 kVA). 

The amount of the subsidy depends on whether your private parking lot is open to the public or for fleets of cars. car fleets).

If your company is eligible, you may qualify for a subsidy. This subsidy can only be applied on condition that your employees benefit from this offer during their working hours. 

Please note: to obtain this local subsidy, your company must meet the conditions of the national program ADVENIR :

  • For private parking lots, for truck fleets: a 50% aid rate and a fixed amount between €2,200 and €960,000 excluding VAT,
  • For private parking lots open to the public: an aid rate of 30% and a fixed amount between €1,000 and €2,700 excluding VAT,
  • For parking lots open to the public (intermediate target): an aid rate of 30% and an amount of €1,000 before tax,
  • For company fleets and employees of short-term rental vehicles: a rate of assistance of 20% and a fixed amount of €600 excluding VAT.

IMPORTANT: these incentives for recharging points open to the general public in private parking lots and for the intermediate target group (hotels, restaurants and shops), will be withdrawn from the ADVENIR program on August 1, 2023.

Good to know: the Advenir program is opening up a new area of support for automotive service professionals, through a partnership with Mobilians, an employers' organization. These bonuses are €750 for employees and fleets. For installations in private parking lots open to the public, the amounts vary from €1,700 to €15,000, depending on the charging capacity. Yes, the ADVENIR subsidy can be combined with the photovoltaic support scheme recently introduced by the region. The aim of this aid is to reduce greenhouse gas emissions, improve air quality and encourage people to use renewable energies. 

Here are the eligibility criteria:

  • Businesses (large companies, farms, self-employed professionals, supermarkets, tourism professionals)
  • Social landlords 
  • Condominiums
  • SCI (Société Civile Immobilière) 
  • Local authorities 
  • The associations

As far as the amount of aid is concerned, all beneficiaries can receive a maximum of €4,000 per establishment. However, depending on the building, the rate of the project amount is different:

  • Large companies: up to 50% of the amount
  • Medium-sized companies: up to 60% of the amount 
  • All other companies: maximum 70% of the amount

It should also be pointed out that the subsidy on investments is up to 50% of expenditure and is limited to €200/kWp.* to 400 €/ kWp*. This will depend on the level of self-generation and self-consumption, and the nature of the project.

*The kilowatt-peak (kWp) is a unit for measuring the maximum power of a photovoltaic panel.

If you are a private individual, you can install a charging station at home. To qualify for this subsidy, you' ll need to subscribe to the supervision, subscription and maintenance options. What's more, to ensure that your installation is carried out under the best possible conditions, you'll need to call on the services of an IRVE-certified technician.

Good to know: as of August 1, 2022, the conditions of eligibility for individual recharging points in apartment buildings are changing. From now on, only single-phase T2S charging points are eligible for the ADVENIR program.

MaPrimeRénov' is a tax credit that supports the purchase of a charging station. You can only benefit from this aid if your future charging station is installed on a primary or secondary residence. 

For each charging system, the credit is 75% of the cost of installation, up to a maximum of €500. Please note that this tax credit does not take your income into account, and that the subsidy is determined per tax household and per load point.

To apply, you can do so directly online.

⚠️ Good to know: this tax credit is valid only if the charging station is purchased before December 31, 2025. 

The amount of the tax credit for the installation of an electric vehicle charging station is :

  • 500 per charging system for a connected terminal
  • 300 € per charging system for a non-connected terminal, with or without load shedding

 

 

Yes, the Grand Est region has set up a scheme to support the installation of charging stations. The aim of this aid is to reinforce the deployment of 1,000 charging infrastructures for electric and hybrid vehicles. 

To be eligible, here are the conditions:

  • companies registered with the Trade and Services Register (RCS) in a region with fewer than 100,000 inhabitants. 
  • restaurants, hotels and other public places for tourists 
  • recharging infrastructures must be acquired by the beneficiaries concerned, up to a limit of 1,000 charging points. 

For this project, the ceiling is €1,000 per charge point, and for installation on public roads with associated services, the amount will be €1,500 per charge point. 

This aid can be combined with the ADVENIR program and the regional scheme for photovoltaic panels. 

To obtain this regional aid, you need to put together an application file. Here are the necessary documents:

  • a letter of intent to the President of the Region, stating that the grant will have an incentive effect. If the effect is not demonstrated, the grant will be refused.
  • complete the information form 
  • a note motivating customers to register for the call for projects. This note should also indicate the means used to achieve the objective. 
  • a provisional estimate and schedule 
  • K-bis extract and tax returns for the previous 3 years, or the most recent years available if the company has been in existence for less than 3 years.
  • RIB in the name of the beneficiary
