Why are public institutions equipping themselves with charging stations?

Public institutions need to set an example by equipping themselves with charging points for electric vehicles. Indeed, it is clear that the public network of charging points remains fragmented and insufficient to meet the growing needs of ecomobilists. As local public players, their role in the automotive and energy transition is undeniable, as this transition is revolutionizing practices and usages.


By developing a network of charging stations for electric vehicles, they are not only helping to reduce greenhouse gas emissions, but also improving the quality of life of their residents. Their commitment and investment in this infrastructure are essential to the success of the energy transition.

But how can this be done, who will be responsible, and at what cost?

Charging station obligations for public authorities and institutions

Local authorities and public establishments are faced with increasingly stringent obligations to install charging stations for electric vehicles. These obligations are part of a general drive to develop electric mobility and reduce carbon footprints.

The main obligations are as follows:

  • Pre-equipping parking lots: New or renovated buildings must be pre-equipped to accommodate charging stations, whether they are employee or public parking lots. This obligation has been in force since 2012.
  • Quotas of reserved spaces: For parking lots with more than 40 spaces, a certain percentage of spaces must be reserved for electric charging stations. This percentage varies according to the type of activity (tertiary, industrial, public service).
  • One recharging point for every 20 spaces: From 2025, the French Climate and Resilience Act will require all private and public non-residential parking lots to be equipped with one recharging point for every 20 spaces. This obligation also applies to parking lots delegated by the public service, operated by the public authority or managed by a public contract.
  • Fleet renewal: local authorities must gradually renew their fleets, giving priority to electric vehicles. Quotas are set each year: minimum 30% in 2024, minimum 40% in 2025, and 70% in 2030.

The French Law on Mobility (Loi d'Orientation des Mobilités - LOM) has clarified and strengthened the obligations concerning the installation of charging stations for electric vehicles in local authorities and public establishments.

Bonds Details

Pre-equipping new buildings

Non-residential buildings for which planning permission is granted after March 11, 2021 must be pre-equipped with charging stations.

Quotas of equipped seats

For existing buildings:

- From January 1, 2025: One recharging point for every 20 parking spaces (at least one accessible to people with reduced mobility).


- Percentage of spaces equipped: Specific quotas apply according to building type (tertiary, industrial, retail, etc.).

Minimum power

Charging stations must have a minimum output of 7 kW to ensure efficient recharging.

Grants for recharging stations: local authorities and public institutions

ADVENIR bonus

Main financial assistance scheme

  • Covers between 20% and 50% of installation costs, depending on the type of beneficiary.
  • Amounts vary according to the type of project:

                ◦ Up to €2,700 excl. tax per recharging point for parking lots open to the public

                ◦ Up to €600 per charging point for company fleets and employees.

Local aids

In addition to national grants such as the ADVENIR bonus, some local authorities (communes, regions, départements) offer specific subsidies for the installation of electric charging stations. These local subsidies vary from region to region, and can often be combined with national subsidies.

  • Examples of local aid

1. Normandy region: 

      ◦ Offers assistance of 30% of the amount excluding tax for the purchase and installation of a home charging station.

2. Grand Est region :  

      ◦ Subsidizes up to 70% of the pre-tax price of the charging station, with a ceiling of €1,300 per charging point.

  • Eligibility criteria

To qualify for these subsidies, bollards must generally meet certain standards, such as IEC 62196-2 and Directive 2014/94/EU on the deployment of infrastructure for alternative fuels.

NB: We recommend that you contact your local authorities (town hall, regional council, etc.) to find out about the specific assistance available in your region or town, and the steps you need to take to benefit from it.

Other aids available

  • Tax credit of €500 per controllable terminal for individuals.
  • VAT reduced to 5.5% on installation.
  • Specific ADEME calls for projects, such as for heavy-duty electric vehicles.

To benefit from these subsidies, the installation must generally be carried out by an IRVE (Infrastructure de Recharge pour Véhicules Électriques) certified electrician.
