Charging station obligations for public authorities and institutions
Local authorities and public establishments are faced with increasingly stringent obligations to install charging stations for electric vehicles. These obligations are part of a general drive to develop electric mobility and reduce carbon footprints.
The main obligations are as follows:
- Pre-equipping parking lots: New or renovated buildings must be pre-equipped to accommodate charging stations, whether they are employee or public parking lots. This obligation has been in force since 2012.
- Quotas of reserved spaces: For parking lots with more than 40 spaces, a certain percentage of spaces must be reserved for electric charging stations. This percentage varies according to the type of activity (tertiary, industrial, public service).
- One recharging point for every 20 spaces: From 2025, the French Climate and Resilience Act will require all private and public non-residential parking lots to be equipped with one recharging point for every 20 spaces. This obligation also applies to parking lots delegated by the public service, operated by the public authority or managed by a public contract.
- Fleet renewal: local authorities must gradually renew their fleets, giving priority to electric vehicles. Quotas are set each year: minimum 30% in 2024, minimum 40% in 2025, and 70% in 2030.
The French Law on Mobility (Loi d'Orientation des Mobilités - LOM) has clarified and strengthened the obligations concerning the installation of charging stations for electric vehicles in local authorities and public establishments.

Main financial assistance scheme
- Covers between 20% and 50% of installation costs, depending on the type of beneficiary.
- Amounts vary according to the type of project:
◦ Up to €2,700 excl. tax per recharging point for parking lots open to the public
◦ Up to €600 per charging point for company fleets and employees.
Local aids
In addition to national grants such as the ADVENIR bonus, some local authorities (communes, regions, départements) offer specific subsidies for the installation of electric charging stations. These local subsidies vary from region to region, and can often be combined with national subsidies.
- Examples of local aid
1. Normandy region:
◦ Offers assistance of 30% of the amount excluding tax for the purchase and installation of a home charging station.
2. Grand Est region :
◦ Subsidizes up to 70% of the pre-tax price of the charging station, with a ceiling of €1,300 per charging point.
- Eligibility criteria
To qualify for these subsidies, bollards must generally meet certain standards, such as IEC 62196-2 and Directive 2014/94/EU on the deployment of infrastructure for alternative fuels.
NB: We recommend that you contact your local authorities (town hall, regional council, etc.) to find out about the specific assistance available in your region or town, and the steps you need to take to benefit from it.
Other aids available
- Tax credit of €500 per controllable terminal for individuals.
- VAT reduced to 5.5% on installation.
- Specific ADEME calls for projects, such as for heavy-duty electric vehicles.

- These aids can generally be combined.

To benefit from these subsidies, the installation must generally be carried out by an IRVE (Infrastructure de Recharge pour Véhicules Électriques) certified electrician.

On average, the installation of a charging station will cost between €1,300 and €5,000 for stations supplying between 7.4 and 22 kWh of power.
As prices vary from case to case, you can contact our experts to find out the fixed price for your project.
While some sites offer recharge to users, it is possible to charge for recharge to obtain a return on investment.
There are no predefined rules, but in general, there are two possibilities:
- Time-based invoicing limits the number of "buffer" vehicles that remain connected when they have finished "topping up" their battery.
- kWh billing is recommended to avoid penalizing users whose vehicles recharge more slowly.
If your aim is to encourage your city's residents to switch to electric vehicles, and to greener mobility in general, then we suggest you don't charge for recharging.
On the other hand, if you're responding to demand from your residents, then we recommend that you charge for recharging, according to an incentive-based price scale.
The installation process is divided into several stages:
- Choice of charging station locations, after discussion with the public electricity grid operator, to increase the efficiency of station location.
- Choose the type of terminal to be installed: normal or fast charging point (or both).
- Set up a consultation process to select one or more service providers.
- Design and execution of civil and electrical engineering works
- Connection to the electrical network and issue of the electrical Consuel by the inspection office
If you're looking to launch a public procurement contract, the mistake not to make is not to find out which companies in the directories are eligible for the innovative process.
Pool procurement costs: it is more complicated to choose a single supplier for each lot.

Two main approaches are used to facilitate access control to charging stations:
For private charging stations (in companies or condominiums), the use of RFID badges is an effective solution. These badges authenticate authorized users before they are granted access to the recharging service, ensuring security and facilitating billing management. Users generally obtain their badges from the fleet manager or building manager.
For public kiosks, the integration of control and management solutions via mobile applications or web platforms is preferred. These tools enable users to locate kiosks, reserve slots, monitor availability in real time and manage payment seamlessly. These systems simplify access for users, while optimizing the use and maintenance of charging infrastructures.
