In 2018, the City andEurométropole de Strasbourg wish to encourage the use of low-emission vehicles in order to reduce pollution and improve air quality. A prefiguration ZFE has been in place for delivery vehicles in downtown Strasbourg since September 1, 2018.

In 2021, Strasbourg is set to become a low-emission zone (ZFE) and the scheme will be extended to the car fleet. Like all major French cities, Strasbourg is keen to develop the use of electric cars. Caught up in the passage of time and anxious to consult mayors and the general public, the Eurometropole has decided to postpone the introduction of the Low Emission Zone (ZFE), initially scheduled for January 2021. The city of Strasbourg is committed to promoting low-pollution urban mobility, and intends to ban diesel vehicles in 2025 and in the longer term for petrol vehicles. By 2025, only post-2011 petrol vehicles will be allowed on the road. Electric cars, which emit no CO2 or noise pollution, are often favored by cities.

Assistance from the Grand Est region

You can get up to €6,000 in aid for your electric car if you live in the Grand Est region. This assistance is reserved for the purchase of electric vehicles.

Ecological bonus

The ecological bonus remains unchanged in 2024! It remains at €5,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.

Conversion premium

You can also benefit from the "prime à la conversion" (conversion bonus) of up to €8,000, depending on your household income. The conversion bonus is government assistance for all French people to buy a new, less-polluting diesel, petrol, electric or rechargeable hybrid vehicle, whether used or new.

What are the conditions for receiving regional aid from the Grand Est region?

The purchase of your electric vehicle must meet the following criteria:

  • leasing with purchase option (LOA) and long-term leasing (LLD) are eligible for regional aid,
  • reside in one of the communes of the Low Emission Zones (ZFE) in the Strasbourg and Reims areas,
  • the electric vehicle must be purchased from a professional in the Grand Est region,
  • the electric vehicle must not be sold within 12 months of acquisition.

What is the amount of regional aid?

The amount of the regional grant is means-tested:

  • for a reference tax income per unit of less than €6,300, assistance can reach €6,000 for the purchase or lease of an electric vehicle (up to 60% of the cost including VAT),
  • for a reference tax income of between €6,300 and €13,489, assistance is €4,000 (ceiling between 40% and 60% of the cost including VAT),
  • for a reference tax income of between €13,489 and €21,000, it is €2,000 (ceiling between 40% and 60% of the cost including VAT).

  • Your debt ratio does not exceed the regulatory 33%.

  • You have a regular income to cover the monthly payments

Documents required for private individuals

The documents you need to apply for a credit or a LOA/LLD for your electric car:

  • A copy of your last three pay slips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
  • A copy of your valid identity card or passport.
  • Proof of address less than 3 months old. This can be a gas, electricity or telephone bill (even a cell phone bill), a rent receipt or a title deed.
    A bank details form (RIB).
  • A signed and completed cheque for the amount of the first rent on your schedule. Payment of the first rent will only be made upon receipt of the vehicle.

How do you calculate your debt ratio?

The debt ratio must not exceed 33% of net household income. In other words, a banker will only accept your application if you can prove that your fixed expenses do not exceed 33% of your net income.
